Pasco Commissioners Take Up School Zone Speed Cameras on Aug. 11: $100 Tickets, $2.5 Million, and a Fight Over the Middle of the Day

Pasco County commissioners will consider putting automated speed enforcement cameras in school zones across the county at their Aug. 11 board meeting in Dade City, a decision that would mean $100 tickets arriving by mail for drivers caught going more than 10 mph over the limit outside Pasco elementary, middle and high schools. County staff told commissioners at a June 18 budget workshop the program could bring in roughly $2.5 million.

Nothing gets mailed the day after a vote. State law requires an ordinance first, then a 30-day public awareness campaign before the first citation in a county that has never run this kind of program, and cameras can only go where the Florida Department of Transportation's school zone rules allow them.

How the cameras actually work

The threshold is not one mile over. Under Florida Statute 316.1896, a camera can only produce a violation when a driver exceeds the school zone speed limit by more than 10 mph. Anything at or under that is invisible to the system.

The hours are narrower than most people assume, and wider than most people would like. The law allows enforcement 30 minutes before through 30 minutes after the start of a scheduled breakfast program, 30 minutes before through 30 minutes after the start of the school session, 30 minutes before through 30 minutes after the end of the session, and, separately, for the posted (non-school-zone) speed limit during the entire school day.

At the June workshop, county staff described the Pasco version as running 30 minutes before and 30 minutes after school is in session, and not at all on weekends, holidays, or when school is out.

Enforcement: who looks at the photo, and what lands in your mailbox

The camera does not write the ticket. A traffic infraction enforcement officer authorized by the county issues the citation, and county staff or agents may review the images before that happens.

Notice has to be mailed to the vehicle's registered owner within 30 days of the violation, by first-class mail. It must include a photo or recorded image showing the license plate, the date, time and location, the vehicle's maximum recorded speed, and the school zone speed limit at that moment. It must also tell the owner how to view the photo or video evidence, in person or online.

From there the owner has 30 days to pay the $100, file an affidavit saying someone else was driving, or request a hearing. The statute is explicit that no payment or fee can be demanded before a requested hearing takes place. Ignore the notice and it escalates into a uniform traffic citation with court costs attached.

Where the $100 goes

The split is set by state law, not by the county.

What the table leaves out is the vendor. These programs are typically run by a private camera company that takes a per-violation cut out of the county's share. In Manatee County, the vendor collects $21 of every ticket issued. Pasco has not said publicly which company would operate its system or what the per-ticket cost would be.

Do they slow anyone down?

The evidence from other Florida jurisdictions says yes, sharply, and mostly in the first few months.

Hillsborough County, immediately to our south, turned on its first cameras in November 2024. By early September 2025, the sheriff's office reported nearly 5,800 citations issued and close to 20,000 warnings, with cameras at 29 schools. About 3,100 of those tickets had been paid, totaling $310,378. The single busiest location was Riverview High School, with 4,869 warnings.

A small North Florida police department told its city commission last fall that its automated program had issued 2,669 notices in a year and that traffic studies showed a 99% drop in vehicles exceeding the school zone threshold since the cameras went in. Of those notices, roughly 2,300 were resolved by payment or administrative dismissal. Five were contested.

Statewide, a Florida Highway Safety and Motor Vehicles report counted 74 school zone cameras operating in seven law enforcement jurisdictions in the 2023-24 fiscal year, generating 26,300 notices of violation. That number has grown considerably since.

Why the opposition is loud, and specific

The complaints in nearby counties have rarely been "speeding in school zones is fine." They have been about the middle of the day.

Manatee County installed cameras at 30 schools in August 2024 and issued about 30,200 tickets by the end of that January. At Tara Elementary alone, 1,674 tickets were written between mid-September and late January. Of those, 1,039 came during hours when the flashing beacons were dark and students were already inside. In February 2025, Manatee commissioners voted unanimously to shut the cameras off mid-day and to standardize school zone limits at 20 mph after residents said the signs did not make the limit clear before the camera fired.

The other recurring objections: the notice goes to the registered owner, not necessarily the driver. Contesting is not free everywhere. In Manatee, losing a challenge meant the $100 plus up to $250 in county costs, and ignoring the notice entirely can lead to fines up to $1,000 and a suspended license. Commissioners there also raised the argument that a flat $100 mail-order fine hits working households hardest, because they are the least able to take a morning off to fight it.

The rules changed this year

The Legislature spent its 2026 session picking at these programs. One bill would have repealed camera fine authority outright; another, SB 654, would have narrowed the enforceable hours and barred camera enforcement when the flashing beacon was not activated. Both died in committee on March 13.

What did pass, as Chapter 2026-112, tightened the framework instead of scrapping it. School zones using cameras must have flashing beacons, enforcement is tied to the beacon being on, and signs warning drivers that photo or video enforcement may be in use are required. Systems already installed before July 1, 2026 get until Jan. 1, 2028 to include beacon status in their photographic evidence. Pasco, starting from zero, would not be inside that grace window.

What happens Aug. 11

Commissioners meet Aug. 11 in Dade City, with public hearing items on that day's agenda set for 1:30 p.m. Residents can speak in person for three minutes, or by WebEx if they pre-register by 5 p.m. the day before the meeting through the county's agendas and public comment page or by calling (727) 847-2411.

The idea is not new here. Commissioner Kathryn Starkey asked the board to look at school zone cameras back in February 2024, pointing to Hillsborough's ordinance as a model and saying she wanted them limited to school zones rather than spread across the county, according to local news reports at the time. If the board moves ahead, state law will require Pasco to publish an annual accounting: how many notices went out, how many were contested, how many were upheld or dismissed, and where every dollar went.
